Create a new document in Photoshop. Make it 1920 x 1200 is a standard size of HD wallpapers. Now, fill the document with black.

Now open your mountain/cloud image and select the bit of clouds that you want in your background, or choose a different background that you want for your wallpaper.

Copy and paste the image (clouds in this case) in your wallpaper would a.

Go to image > adjustments > exposure and lower the exposure and the offset and the gamma a little bump. This will creat some contrast and to darken the image so that it powerfully.

Use your brand tool on a new layer and create a rectangle and fill it with white.

Duplicate of this white rectangle layer many times and start to reduce the turbidity levels randomly. This creates something like the image below.

When you have made 10-20 Dupicated layers with random cloudiness then go ahead and group them (to highlight it all and press CTRL/CMD + G) and then Dupicate the group a couple of times to save time. Then simply continued the Group of rectangles by click and Dagging them so they randomish look. This step is purely to save you time and lets you skip it, if your wallpaper the ultimate random want to look, but it only lasts you.

When you are satisfied with your rectangle shape collage, form a final group with your single rectangle group layers. If you have created several sub-groups, as simply so that you can them all, group CTRL/CMD + T press and turn all 45% on one side.

This design that we do is a "V" shape, you've got exactly one half of the wallpaper (the opposite side turned on you your rectangle group) and create a mask. This hides the part that you have selected. Then invert you the mask by hiting CTRL / CMD + I. You can also do this step by selecting the page you want to keep and click the button "Mask" for the exact same result.

Then you can move either your group around so it looks like half, or you a diagonal selection and mask can also make a "V" shape from this region, so that you end up with something. You can do that on your layer mask, select this edit. Thinking, keep in mind that whatever is in white will be shown and what ever in black are invisible.

Once you go you satisfied with your mask before and duplicating you group and tilt it by pressing the CTRL/CMD + T, then right click and hit "flip horizontal". Now you should see something like this.

This is a checkpoint. Your layers should look like this. Now you save disk space and memory, and make sure that your computer not by the size of the Photoshop document get bogged down to this layer for a copy to make duplicate, turn off the visibility (in the layers panel menu... it looks like an eye... Click on it!) and then flatten the new copy, so there is a flat plane.
